Average number of transactions per block each day
Short ranges plot one point per block, about one every ten minutes. Longer ranges plot one point per day, computed from every block in that day. How it is computed depends on the chart: some average, some total the day up, some are a ratio of the day's sums, and each chart says which. Either way a brief spike inside a day is smoothed away.

Definition
How many transactions each block contains. It moves with two things at once: how much people are transacting, and how much room each transaction takes. A block of many small payments and a block of a few large ones can carry the same data and count very differently.
How it is measured
Counted from the block as my node stores it, including the coinbase transaction that pays the miner. That adds exactly one to every block, which matters when comparing against sources that leave it out. A transaction counts in the block that confirmed it, so this says nothing about how long it waited in the mempool.
