Short ranges plot one point per block, about one every ten minutes. Longer ranges plot one point per day, computed from every block in that day. How it is computed depends on the chart: some average, some total the day up, some are a ratio of the day's sums, and each chart says which. Either way a brief spike inside a day is smoothed away.

Definition
The most any single transaction paid in each block. Usually a few thousand satoshis, occasionally something extraordinary: the record is 291.24 BTC in block 409,008, which is a mistake rather than a bid, and the kind of thing this chart exists to surface.
How it is measured
The largest single fee in the block, in BTC. Read per transaction during ingestion, so it is not derived from the block total. One outlier does not move any other series here, which is why this sits beside the median rather than replacing it.
